Abstract
One of the general rules is that reasoning is permissible As the administration is not obligated to give reasons for its administrative decisions unless there is a legal text that obliges the administration to give reasons for its administrative decisions whereby it becames the duty of the administration to justify its decisions .However there is an exception to this general rule .The legislator may oblige administration to give reasons for its decisions in this case the reasoning is obligatory and asset of conditions must be met in the reasoning that the reasoning be contemporary direct
