Abstract

The annulment judge has an important role in addressing the imbalance between the administration and its opponents resulting from its privileges in its general capacity that make it always stand in the position of the defendant, while its opponents stand in the position of the plaintiff, so the judge had to activate his positive role represented by using the means authorized by the law to reduce the burden The burden of proof is on its opponents, including the auditing means whose role is centered in the preparation stage with all that is required to complete the case file of procedures.
